Overview
Osaka, 1993. Sunagawa, assistant to the Morita Family underboss, proposes the establishment of a "Commercial Mutual Aid Association" as a future source of funding for the group, stating his great desire to make it a success. However, Matsuura Yukichi, the Morita Family's underboss and boss of Kano Kenji, does not approve of the proposal, putting him and Sunagawa at deadly odds.
